Brown was playing catch-up with Cameron when he announced that MPs in all parties would have their claims for the past four years checked by an independent panel. Brown sounded very unconvincing when interviewed. He looks drained and exhausted.
However, there is a further problem with what he announced. Two senior MPs told the BBC he was "misrepresenting" what had been agreed by the Commons Committee on Members' Allowances. They said the committee only agreed to examine the idea of an independent audit, that there was no "firm or final agreement" and would meet again on Wednesday after seeking advice on whether it was possible.
Again, we may have another instance where Brown has acted independently and made a premature announcement without having agreement for his proposals. While Cameron is showing leadership, Moses is gripped by panic.
