Mandy does not like pressure

Watching Mandy make a short statement outside No 10, it occurred to me that he seemed under some pressure.  I thought there was no need for this.  He was just making a statement of fact about the loan guarantee scheme.  Why did he come over as rather testy?

Perhaps the loan guarantee scheme is not the only complicated matter on Mandy's mind.
